cpc認證——兒童產品證書(children’s product certificate)
本人在認證行業(yè)從業(yè)5年多，經常碰到客戶咨詢cpc認證，處理過數百家公司的近百種兒童產品的
cpc認證，并且順利通過亞馬遜平臺審核。
什么是cpc認證？
cpc認證的全稱是children’s product certificate。cpc證書類似于中國的質檢報告，在通過相關檢測、出具報告后同時發(fā)放的證書。證書列明進/出口商信息，商品信息、以及已通過的相關檢測項目及其依據的法規(guī)標準。亞馬遜平臺在上線一些類別的產品（如兒童玩具、嬰童用品，兒童服裝等）時會要求商家上傳cpc證書，沒有cpc證書的相關兒童產品無法銷售。

cpc三項要求
cpc四項要求（安全信息和注冊卡、合規(guī)標志圖片、包括追蹤標簽、商品危險警告信息）
1.cpc 證書必須基于 cpsc 認可的第三方檢測實驗室檢測結果；
2.由銷售商簽發(fā) cpc 證書，第三方實驗室可以提供協(xié)助起草 cpc 證書；
3.兒童產品必須符合所有相關的安全規(guī)則及條列；
4.cpc 證書需包含的信息：
�、佼a品信息（名稱和描述）；
②產品適用的所有的法規(guī)和條列；
�、圻M口商或制造商（美國本土）的信息：包括名稱、地址和電話；
④支撐證書的檢測結果檔案持有人的聯(lián)系信息：名稱、地址、郵箱地址和電話；
�、莓a品生產日期和地址，生產日期必須到年月，地址必須具體到城市；
�、迿z測時間和地址或者證書基于的檢測報告；
�、叩谌綑z測機構信息（cpsc 認可的實驗室）：名稱、地址、聯(lián)系電話。
cpsc 總共公布了 38 個標準，主要涉及的檢測內容有：
�、賑psia 總鉛和鄰苯；
�、诿绹婢邩藴� astmf963；
�、垭妱油婢甙踩珮藴� 16 cfr part 1505；
④搖鈴玩具要求 16 cfr part 1510；
�、菽套彀踩珮藴� 16 cfr part 1511；
⑥兒童服裝、地毯燃燒性能，如 16 cfr part 1610；
�、哂變寒a品：童車、童床、圍欄、背帶、安全座椅、自行車頭盔等產品標準。
常見產品建議測試項目：
玩具：
�、賑psia 總鉛+鄰苯；

�、�16 cfr part 1501 小部件（針對玩具已經被 astmf963 覆蓋）；

美國和歐洲玩具產品cpsc和cpc被拒絕原因總結
最近問起cpc認證的朋友特別多，在沒認識我之前，有些已經找了別的機構辦理cpc證書，但是仍然無法過審。我梳理了下被亞馬遜拒絕的原因

解答：產品頁面編輯頁面cpsia那欄沒有填寫內容，需要下拉選擇適合自己產品的warning警示語！
二、in order to review your documents related to product assurance of toys, please submit them on vendor central using the following steps:
1. in vendor central, click the items menu, and then select vendor certificates
2. click on missing compliance documents;
3. search for the affected asin and then;
4. click add to upload the documents
解答：不要在case中回復內容和提交文件，需要在菜單目錄欄找到查看銷售申請，再找到被拒絕的asin，重新提交證書進行審核
三、 we noticed that the recommended age grade of the asin is missing on the product(s) detail page.
please update the product(s) detail page with the recommended age grading (the manufacturer_minimum_age attribute) identified on the asins third party test report in order to move forward with the approval process.
解答：listing后臺缺少產品的適用年齡描述，在后臺更新好即可
四、please be informed that we can only accept product images. therefore, kindly take clear photo of the product and product packaging clearly displaying:
* manufacturer name
* manufacturer address
* warning label (as applicable)
解答：亞馬遜要求的項商品圖片中，產品的實拍圖需要清楚地體現出制造商名稱、制造商地址和警告標語等（本人有通用模板）
五、please be informed that we are unable to move forward with the approval process until the following required documentation is provided:
kindly provide the following outstanding items as per astm f963-17:
? 4.25- battery operated toys
if you feel your product is exempt from the above sections/requirements, please provide a statement from your lab or regulation exempting your product for our review.
解答：電動玩具的測試標準，除了astm f963-16/17和cpsia，還需要做電池部分的astm section 4.25關于電池驅動和電池部分的測試，若測試報告缺乏這項測試，會導致無法過審。（產品是內置電池、外接干電池、usb供電、直插供電的都需要做這個測試項目）
六、the cpc submitted is missing required information. to move forward with the approvals process for your product, please resubmit the document with the following updated information:
· us importer or domestic manufacturer name, mailing address, contact information located in united states
解答：美國進口商信息是目前cpc證書最容易出錯的原因之一，此條的解決方案目前有六種，但是涉及個人經驗，需要了解的可以咨詢。
七、 product deion or product identifier enabling us to make an accurate determination that the certificate is issued for the correct product
解答：提示cpc證書里面缺少asin或產品型號和product deion（產品描述）。導致此問題的原因是cpc模板有問題，無法與cpc測試報告和listing建立上聯(lián)系。用正確的cpc證書模板修改即可解決。
八、in order to move forward with the approval process, please submit the children’s product certificate (cpc) that is issued by the manufacturer, importer, or private labeler based on the guidelines stated in the consumer product safety commission website.
the cpc that has been previously provided cannot be accepted as it is issued from the testing laboratory.
解答：上面我們說過，cpc的本質是一份自我聲明，是由進口商或者制作商簽發(fā)的（實際操作中，多數情況都是由貿易商自主簽發(fā)），只有cpc的測試報告是由檢測機構蓋章簽發(fā)的。所以不能用檢測機構蓋章的cpc證書，用了大概率過不了審核，此條很容易解決。
九、contact information for the individual maintaining records, including name, full mailing address, email address, and telephone number
解答：在cpc證書上加上測試結果維護聯(lián)系人信息就可以了，很簡單。
十、the registration card submitted for your product did not include all of the following:
? name of the manufacturer or private labeler
? date of manufacture
? manufacturer contact information(u.s. address and telephone number, toll-free if available)
? model name and number
解答：沒有提供注冊卡，或者是注冊卡的信息填寫錯誤導致。涉及到需要提供注冊卡的商品一般是耐用的嬰兒消費品，并且危險程度相對較高。比如圍欄、門欄、背帶、學步車、搖籃等等。填寫內容比較復雜，不易解釋。需要請咨詢。
十一、圖片必須包含所有以下相關信息：安全信息和注冊卡、合規(guī)標志（包括追蹤標簽）、商品危險警告
解答：此項涉及個人的經驗，具體請私聊（免費咨詢）。認證機構很多，但是懂亞馬遜規(guī)則又能做出符合對應要求的認證，這就需要經驗豐富的人員進行對接，最有價值的并非認證本身，而是足夠的經驗支撐順利過審亞馬遜。
總結：在聯(lián)系檢測機構進行cpc測試的時候，需找到經驗豐富的業(yè)務員對接，一切按照亞馬遜平臺要求去做測試，否則認證機構做出來的cpc報告雖是真實有效的測試報告，但是亞馬遜就是不認，千萬不要以你運營的思維去理解。cpc在所有認證中屬于比較特殊的認證，一般廠家提供的cpc證書沒有用，多數需要貿易商自行處理�！安灰阌X得ok，而是要讓亞馬遜覺得ok”(亞馬遜的審核員并不，但是有模板對照，只要模板沒問題，就可以過審)
亞馬遜要求cpc證書是屬于商品安全審核！所以建議如果想要長期做玩具類產品和母嬰產品的賣家，還是要將證書做好！另外，被拒絕和審核時間長的朋友不必著急，目前來說只要提供cpc證書和報告后，在審核期到了還是沒有回復也不會下架你的產品，仍然可以正常出單。
